Job Description

Positions report directly to the Technical Superintendent over the division and is responsible for planning, organizing, assigning, and supervising, the activities of the Division along with supervision of staff in the assigned areas. This includes water treatment and pumping facilities, the distribution system and appurtenances, meter and service department, and the water laboratory and water quality issues or operation of wastewater treatment and disposal operations.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

  •  Provide data to the Director / Assistant Director/Superintendent as needed to support the Department.
  • Plans, organizes, and directs various divisional activities.
  • Interviews and recommends job applicants.
  • While using available automation, provide statistically sound, accurate reports; Analyze data, make recommendations and implement new procedures as required.
  • Counsels subordinates throughout the year to allow them growth and complete timely, accurate evaluations. Ensure subordinate supervisors do the same.
  • Adjust work procedures to reduce customer complaints and respond to customer complaints that cannot be handled by subordinates.
  • Analyze and evaluate the systems operation and maintenance, and initiates or recommends new or improved practices.
  • Prepare permits for State and Parish roads and highways as needed. 
  • Prepare and control budget for department.
  • Assure adequate training and licensing of operations personnel. Maintain routine test records and necessary reports.
  • Handle purchasing of necessary inventory of parts, supplies, and equipment.
  • Evaluate conditions of large meters in order to determine and coordinate replacements, repairs, or raising of these for easier readability.
  • Assist customers in locating and recommending leak repairs; Determine where problems are located and work with the customer in solving. Research data for special projects and prepares related reports as required.
  • Review submitted bids for consideration in terms of cost and compliance with specifications and monitor subsequent contract fulfillment.
  • Assist in the preparation of the annual operating and capital budgets.
  • Maintain operations within budgetary limits.
  • Perform any other related work as directed

SUPERVISORY RESPONSIBILITIES

Manages subordinate supervisors who supervise up to 60 employees in the Division; Is responsible for the overall direction, coordination, and evaluation of this unit; Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws; Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

  • Requires thorough knowledge of methods involved in the preparation of appropriate estimates for new construction and repair, including manpower needs, materials, and time.

  • Requires thorough knowledge of safety regulations, in regard to crew safety, public safety, and chlorination procedures.
  • Requires familiarity with the geographical layout of the city and specific street locations. Requires ability to communicate effectively, both orally and in writing.
  • Requires ability to establish and maintain effective working relationships with staff, contractors, city officials, consulting engineers, and the general public.
  • Requires extensive knowledge of the chemical and physical process of the treatment of water; methods, practices, tools, and materials applicable to the operations; maintenance and repair of water treatment equipment and machinery; and extensive knowledge of equipment and methods used in water production or considerable knowledge of the chemical, physical, and bacteriological process involved in sewage treatment.
  • Requires extensive knowledge of water distribution mains, services and meter installations, meters, valves, and water lines.
  • Must demonstrate computer proficiency in using office e-mail, and have a working knowledge of Microsoft Word and Excel. Must be able to adjust data within automated reports.
  • Ability to effectively work with and promote a harmonious working environment with the City Administrator, Mayor, City Council, other City Departments, other governmental entities, and the citizens on the telephone and in person; ability to work amicably as a team to accomplish individual and group assignments and goals.
  • Develop and administer departmental goals, objectives, and procedures;
  • Analyze and assess programs, policies, and operational needs and make appropriate adjustments;
  • Identify and respond to sensitive community and organizational issues, concerns, and needs;
  • Plan, organize, direct, and coordinate the work of lower level staff;
  • Prepare clear and concise administrative and financial reports and budgets;
  • Effectively present information and respond to questions from groups of managers or citizens;
  • Establish and maintain effective working relationships with those connected in your course of work.

EDUCATION and/or EXPERIENCE

Bachelor's degree (B. A.) in Math, Science, Engineering or a related field from four-year college or university; and five to seven (5-7) years related experience and/or training with at least (2) years of supervisory experience; or equivalent combination of education and experience.

  LICENSING

Must possess a valid Louisiana Drivers License

Must possess or be able to possess a Wastewater Collective Class IV Certifications in treatment and Collections or a Water Class IV Distribution, Treatment and Production Certification.
