Duties

The incumbent ensures that all contracts and agreements are legally sound, financially feasible, and in line with EAC's overall goals and objectives. The incumbent resolves delays and disputes and ensures contract completeness in preparation for contract closeout. The Supervisory Contracting Officer shall also maintain all necessary training, certification requirements, and warrants to sign contracts on behalf of the EAC. The Supervisory Contracting Officer will supervise all Contracting Officer Representatives (CORs).


The incumbent reports directly to the Chief Financial Officer who assigns work in terms of general requirements and priorities and acceptable time frames. The incumbent works independently to complete continuing and special assignments in accordance with established policies, applicable regulations, prescribed or developed procedures, and assignment specific instructions. Precedent setting, controversial, and sensitive issues and actions are referred to the supervisor for decision; however, the incumbent may provide recommendations based on thorough identification of the circumstances and comparison-with existing policies and precedents. Completed work is evaluated for conformance to established regulations and policies, accuracy, and soundness of judgment. Methods and procedures used in accomplishing specific assignments are not normally reviewed. The incumbent will have direct reports in the form of CORs.



Responsibilities

  • Leads the execution of all EAC procurement and contracting matters as determined by the Executive Director.
  • Establishes all the EAC's internal policies and procedures to build out the EAC's Contracting Office to legally execute the EAC's contractual matters.
  • Supervises CORs and delegates authority as appropriate under Federal Regulations.
  • Holds and maintains the Federal Acquisition Certification in Contracting (FAC-C) as required by the Office of Federal Procurement Policy and Federal Regulations.
  • Maintains expert level knowledge of the Federal Acquisitions Regulations (FAR) and implements relevant Executive Orders in consultation with the EAC Office of Compliance.
  • Develops Standard Operating Procedures for EAC internal procurement processes and maintains relationships with service providers for external procurement processing.
  • Plans, develops, and establishes the acquisition strategy for a procurement in collaboration with EAC senior staff.
  • Develops a pre-negotiation position, determines, and justifies the types of contracts and negotiation authority to be used, and leads contract negotiations. Coordinates the efforts of various subject-matter experts engaged in the procurement
  • - from managers, technical advisors, legal, and financial staff, etc.
  • Leads a post-award kick-off meeting, to set the foundation for successful contract administration through a common understanding of the contract/objectives, each team member's responsibilities, and how they will manage the contract together.
  • Directs the full range of contract administration actions required for the procurement including the issuance of contract modifications, negotiation of changes, exercise of options, contractor performance appraisal, subcontractor surveillance, disposition of claims, contract close-out and similar matters.
  • Ensures that contractors receive impartial, fair, and equitable treatment.

TECHNICAL COMPETENCIES

Acquisition Management: Manages post-award contract activities through contract close-out.



Acquisition Planning: Develops and guides program management through a comprehensive plan for fulfilling acquisition needs in a timely manner and at a reasonable cost in accordance with Federal and Departmental regulations, policies, and procedures.



Acquisition Financial Management: Understands and applies financial management concepts and practices related to acquisition activities.



Contract Negotiation and Source Selection: Facilitates discussions between customers/partners and potential vendors to agree on contract terms and evaluates bids or proposals to make contract award decisions.


Demonstrated experience with and knowledge of the Federal Acquisition Regulation (FAR) guidelines and US Government contracting.
